I updated the PC BIOS to enable E3 1245v5, but when I power it on, it still doesn’t work.

From the Dell Support site, you may need to turn on TPM in the BIOS (F2). Activate the TPM Security feature during System Setup. Restart your device. Upon seeing "Press <F2> to enter Setup," press the F2 key. In the System Setup, move to the Security section via the Down arrow. Expand it with the +> key. Ensure TPM Security appears in the list. Go to the TPM Security area using the Down arrow. Press Enter. Use the Right Arrow to switch it on. The TPM is now active. Exit by pressing Esc, then highlight Exit with the Down arrow and press Enter to restart.
