The fear of leakage is much more frequent than actual leaks. Concerns about cooling become relevant mainly when targeting 5GHz frequencies. For lower frequencies around 4.8 GHz, starting with the current setup is perfectly acceptable.

You don’t require 64 GB of RAM for gaming—it’s more than enough. The same applies to the power supply. I’d suggest two 1080s instead of one Titan XP.

I've used an H100i for over four years without any issues. AiO drives are top-notch. Just ensure you get a quality one. Corsair and NZXT offer excellent options.

I appreciate how a $2000 GPU "doesn't cut it" now. I realize someone might think they have 28 Titan XP chips in their bag, but to me, that's a significant amount. It's more than what I'd expect for a new machine. Haha.

It's true and false at the same time. You can enjoy games in 4k at 30fps or adjust settings for steady 60fps. I experimented with Nvidia DSR to 4k on my 1080p ultra wide version of Witcher 3, and by slightly reducing shadows, Nvidia Hairworks plus a bit of water helped maintain consistent 60fps.
