I have a 2070 and a 7800x3d graphics card (I’m aware of the bottleneck). For some reason, my CPU temperatures and usage keep rising to about 50 degrees and 90% while the fan kicks up. My weaker GPU remains at normal temps. Please help and try to understand what’s going on.

Additionally, the fans emit a loud noise whenever I power off or restart the system.

Identifying the cause and sharing it is the first step. What are your actions? Checking Task Manager (Processes tab) shows the CPU usage is low. The temperature reading is unusually cool for this workload. This is likely because your fan settings are too aggressive. If you're using default motherboard curves, they probably run too high. Don't worry about a problem unless the fans are noisy beyond comfort levels. Perform a proper stress test (Cinebench R23, OCCT) and note the peak temperature. Set your curve so fans operate only as loudly as needed under full load, then gradually reduce speed.

Turn off the competition, beat Marvel rivals, enjoy AC Odyssey, Fortnite, and most games I’ve played. Usage stays near 90% when starting and drops to about 75% during gameplay. Temperatures reach a high of around 75°C.

Do you have multiple monitors? Explore the Processes section in Task Manager, rearrange the columns so peak CPU consumption appears first. Launch Task Manager and navigate to the Startup apps area, turning off any programs you don’t need running at startup. Restart and observe the Processes tab in Task Manager; it should display low CPU activity—ideally 1-5% when idle. This will give you an immediate view of which processes are truly consuming resources.
