It should run at 3.6, but it jumps to 4.0 with turbo boost. When loading games, it drops to around 3.0 and changes often. How can I get it to operate at full power? That matters because the drop happens right when you start a game.

The highest boost frequencies occur with just one or two cores running. If all cores are operating, the maximum frequency drops to comply with power usage and heat constraints.
