It's not about a faulty CPU, it's because your CPU and iGPU together only generate 15W, which isn't enough to handle the workload. For comparison, my 2080S and 3800x are drawing over 300W. Your laptop is having trouble keeping up. At the moment, there don’t seem to be thermal issues, so simply lowering performance will slow things down further.

Underclocking isn't an option and offers no benefit. The problem stems from power limits being restricted, not overheating. You can only improve performance by tweaking settings and lowering image quality via .ini adjustments. For more tips, check LowSpecGamer on YouTube.
