You're dealing with a budget laptop setup. The low specs combined with the GTA 5 performance issues suggest a few potential fixes. I've rephrased your situation for clarity. Let me know if you need more details!

Also, feel free to share the attached image if it helps diagnose the problem.

welcome to shared CPU/iGPU power limits. Nothing you can do about it.

It seems the issue stems from using an iGPU, even though the game needs minimal hardware. The recommended external GPU meets the minimum specs for GTA V.

They only have 15 watts combined for the CPU and iGPU. Power usage stays fixed, and your GPU's speed slows down when the CPU's load decreases.

Underclocking might help if the overheating is due to high temperatures, but it doesn’t guarantee a fix. It’s possible the issue lies elsewhere.

Your temperature stays consistent, but does it exceed the 70°C displayed? The upper limit is 100°C, meaning thermal throttling seems improbable. It’s likely that further undervolting will only reduce performance slightly.

Actually, the highest temperature I've ever measured was near 75°C, possibly up to 78°C. It never exceeded that.

You're experiencing temperatures above 100°C, which suggests you're not suffering from thermal throttling. If it did happen, the temperature curve would typically display a spike followed by a rapid decrease as clock speed lowers.

The underclocking won’t fix the problem you’re facing. I assumed the CPU would run more smoothly, but it didn’t work out that way.
