You're experiencing performance issues on your current setup, especially in newer games. The stuttering and inconsistent FPS suggest a bottleneck, likely due to GPU limitations. At 1080p, the Vega 64 should handle the workload, but it seems the GPU utilization is low. For future upgrades, moving to higher resolutions like 1440p or 4K would reduce CPU strain, though you mentioned budget constraints. Consider whether a new build with an RX 6600 XT or simply upgrading your existing hardware makes more sense. The key is balancing performance needs with cost limitations.

The 8500T and all T series CPUs are energy-efficient chips that often face constraints beyond their typical capabilities. It’s not really a bottleneck unless utilization stays at 99%, though Gotham Knights isn’t ideal as a benchmark because of its frequent bugs and strict FPS limits. I’ll rely on different titles, but your CPU will slightly limit the GPU performance. Upgrading your CPU, along with MOBO and RAM, depends on how much you prioritize these upgrades.

It seems like you're planning to upgrade your system by swapping the CPU and cooling solution. You're considering a 35W TDP chip and thinking about keeping the motherboard and RAM while adding an i7-9700f (used) and a cooler. There are options available—one at around 260 euros with shipping, and another at 240 euros with slightly less shipping.
