Your CPU remains stuck at 0.38Ghz even after a repair from a local shop. Despite numerous attempts and checks, it hasn’t stabilized. The laptop specs show an AMD Athlon 300U with Radeon Vega GPU, 6GB RAM, and SSD storage. Fans are always running at full speed, and temperatures rarely exceed 35°C, so thermal throttling isn't likely the cause. Please let me know if you need further assistance.

basically the charger didn't work because the port was damaged. later he mentioned there were other problems and changed the keyboard as well. it wasn't related to the CPU or motherboard. the battery keeps its charge and the charger is functioning now.

Hmm my hunch was maybe the battery wasn't supplying sufficient power, but if it still holds a good charge then its possibly something else.

The laptop model is not specified, but it appears to be a recent design. The charger has been replaced with the same brand and model.

It's an Acer Swift 3. The charger I had before (which functioned) wasn't the one that came with the laptop, as the original was damaged and I had replaced it. The working charger wasn't the original either, yet it performed flawlessly. I'm almost certain the new charger isn't the cause either, since the problem persists even when using battery power.
