You're running an older chip and modern games are becoming increasingly taxing with multi-threaded workloads. I'm not surprised you're seeing 100 percent load in games. Make sure Windows and drivers are up to date. What is WMI Provider Host using when your system is idle?

It worked a bit. Restarting the program seemed to make a difference. My CPU still jumps to full usage sometimes when playing Destiny 2, but I don’t think it’s that bad.
