Dominican Republic, it's quite warm here. 28°C temperature with 68% humidity. If the cooler isn't working, I need a better way to cool the CPU.

I don't believe it's really cool at all. Can you clarify what you're referring to by freezing? Bluescreen, kernel panic? I should check the RAM.

For instance, today several videos were playing in different windows and when I shifted one to another, the computer slowed down slightly, almost stopping for a moment. With my old H7 it didn’t happen. I’m not sure if the CPU slows down when it reaches 80% or more.

Perform a Windows memory diagnostic using MemTest86. It’s not related to temperature, especially noticeable at just 80°C.
