I have an i7-6700k CPU and a 1080 ti with 32 gb of RAM at 3200 MHz. During intense moments my FPS will drop to around 215 or 220 and I used to achieve more than that recently. Clearly, all my configurations are set to low performance, and I’m using the highest power options for both Windows 10 and in the Nvidia Control Panel. Fullscreen optimization is also turned off. I believe I should be able to keep at least 240 FPS with this setup. Am I mistaken?

Test disabling vsync or setting an FPS cap to determine its impact.

The overall CPU consumption doesn't tell the whole story, but are any specific cores or threads reaching maximum capacity?

I don't rely on V-Sync and the frame rate is capped at 300, which is the maximum possible.

Nope. About half are hitting 60-70% while the rest are actually around 30%.
