It shifts from 20 to 40 with irregular peaks reaching 56, occurring just a few times when everything is running smoothly. Edit: I'm using hwmonitor, Task Manager, and NVIDIA Tools; the differences are around 2-3%.

A more experienced person would inspect all software settings, from the BIOS to tasks running in Windows. This would involve a long checklist and I believe your time would be better used resetting your BIOS back to defaults and trying a fresh Windows install. If this doesn’t resolve the issue, then the number of steps you can handle yourself is limited, and you might need professional assistance. I think there’s a strong chance it’s a software-related problem. P.S.: If you choose to reinstall your OS, use Rufus to create a new copy and avoid adding any bloatware or utility software from manufacturers. Install drivers manually during a clean Windows installation.

Once that's tried, don't rush to replace parts immediately—first identify the problem by consulting someone more experienced who has access to spare components for testing.

I didn’t manage to resolve it, but I ran the Heaven benchmark. My GPU reached 99% usage with over 120 FPS—does that count as solid performance?
