your cpu and gpu are consistently using around 40% while playing fortnite, and your fps keeps dropping below 144 even when you switch to lower settings. i've updated the bios and tried everything else, but it still doesn't work as expected. i'm looking for a stable 144 fps cpu:ryzen 7, gpu:gtx 1660, super motherboard b450 arous elite v1, 2x8 3200mhz ram, 1tb ssd 128gb, only for windows 500w psu.

Start by confirming you won't reach a steady 144 fps. Look in the task manager for any background processes that might strain the CPU. Estimate your RAM usage—based on typical specs, I'd say a dual-channel setup with 2x8GB (16GB total) is reasonable, but check if it's running in single or dual channels. If using an HDD, note its speed (5500, 7200, or 10000 RPM). Recent BIOS updates? Verify the settings were applied correctly.

Ram operates on dual channel and I own two sticks with 8GB each. The HDD spins at 7200 RPM and the BIOS is functioning properly.

My CPU runs at 60% max, hitting 67, while the GPU is around 50%.

This 40% limit applies across multiple games, not just Fornite. You're tracking it using the in-game metrics or a tracking tool.
