There appears to be an issue with your RAM. The Ryzen 5 3600 supports DDR4-3200, so it should function at DDR4-3000 without any problems. Can you return the RAM and receive a different component? If it doesn’t even work at lower speeds like DDR4-2666, it’s unlikely you’ll be able to get it to operate at its rated frequency.

I purchased this RAM two years and six months ago from Amazon, and I currently don’t have any other RAM available for the return process.

Absolutely not on certain boards as you pointed out (and I confirmed it too). My B350 handles XMP 2933MHZ fine, but 3000MHz won’t. If the OPs RAM fails at that speed, there could be an issue—maybe the board doesn’t support 2933MHZ XMP. Perhaps you should adjust the timings to something like 2666MHz or tweak the voltage. It’s a frustrating process, possibly taking weeks and resulting in slow performance. It might not be worth it; consider returning the RAM for a compatible one. He definitely knows a lot about RAM overclocking, so this video helps clarify things—it revolves around timing, which is tough. Just keep in mind he uses Samsung E-die, which can handle more voltage, but stick to your max of 1.4 for safety!
