I've been attempting to download a 35GB game with a 50Mbps fiber connection. The download has been increasing to at least 49Mbps, even though speed tests show only 20Mbps. The tablet your sister uses for YouTube is the only other device connected. It seems the connection isn't delivering the expected 30Mbps. You might want to reach out to your ISP for help.
your isp often limits large downloads. when you pay for a 100 mbps plan, you usually get around 75 mbps and are throttled to about 30 mbps or less. this happens because they don’t have enough bandwidth to keep everyone on the highest speed constantly. they likely use high-speed connections for buffering videos and then slow down for smaller files, but you’ll notice a noticeable throttle when handling big files.
