Check your system settings and ensure your network adapter is properly configured. Updating your BIOS may help improve performance, but Windows updates typically won’t resolve such slow speeds unless there’s a driver issue.

You're certain about the 1.3 Gbps? Those rates are truly impressive for a home internet connection. Neither your Windows operating system nor your BIOS will significantly impact this performance. The main factors influencing the speed are your Ethernet or Wi-Fi adapter, the cable quality, and the router or modem you're using. Additionally, the service contract you have with your ISP plays a key role, as well as the actual speed tier you're subscribed to.

Yes, make sure your Windows updates are installed, but there might be other issues at play. Usually, internet service providers are to blame, so you can either wait or contact them for help.

Your plan's rated speeds are as specified, and you can reach faster speeds with other devices.

You installed the PC just ten minutes ago and immediately started checking its internet performance, but the speed was far lower than expected—only around 1.3 Mbps upload and 35 Mbps download.

Occasionally problems arise. Retest later this hour; if identical, try again tomorrow or reach out to your ISP for local updates. Can you get faster speeds with different gadgets?

I used to try connecting via Ethernet cable, thinking it was necessary for installing Windows updates, and likely needed driver updates afterward.

When handling several downloads at once—like Windows updates—while performing a speed test, your internet usage becomes excessive. This could account for the low performance you're seeing. Finish all downloads and installations, refresh and/or update all drivers (especially network ones), then retest.
