More details suggest you might fit a 3770 or even a K skew, depending on motherboard support and VRM power delivery capabilities. (edit - this could also rely on BIOS compatibility)
DDR3 chips are commonly found at lower prices in the used market. I wouldn't invest in anything beyond seeking 16GB of 1600 speed in a 2x8 setup, assuming your motherboard is unspecified.
Also, based on the power supply in this unit...you should be able to connect the 3770 with a 970/1060/1660 and achieve solid performance.
Consider pairing it with an SSD, even if formatted as 2.5, and a W10 upgrade (though that might still be feasible for...)

you're asking about what it means to maximize something while also considering upgrading.

If I understand correctly your setup doesn’t include a GPU. But we should clarify the exact PSU model, the motherboard, and whether the case allows GPU installation. Even with a GPU added, the CPU from 8-9 years ago would be quite weak, and 4GB of RAM is insufficient. This means the system would likely only support older or very basic games. A key point is what kind of games you plan to play—expectations should be realistic since this configuration isn’t suited for modern gaming. I apologize if this sounds critical, but it could lead to wasted money and disappointment.

Nothing to optimize, buy a new PC.
Slow 2 core processor, 32 bit OS, and no video card.

According to what was mentioned earlier, the PC is only suitable (just barely) for browsing the internet.

Do you have a budget? When it comes to optimizing, check the bios to determine if you can exceed the minimum ram for your graphics adapter.
What kinds of games do you enjoy or plan to play?
If you engage in fast-paced action games, then even a basic graphics card such as a gt1030 should be sufficient.

DDR3 chips are easily found on the used market at reasonable prices. I’d stick to standard options like 16GB at 1600 speed in a 2x8 setup, assuming your motherboard is unknown.
Also, the PSU should work well with the 3770, pairing it with a 970/1060/1660 unit should yield solid performance.
Think about adding an SSD—even if formatted as 2.5—and a W10 upgrade (possibly free from W7). Your current CPU and the suggested options are 64-bit compatible. The main unknown remains your motherboard.
