I haven't streamed to Twitch recently, mostly using YouTube. OBS sometimes drops frames and hits bitrate errors when the CPU or upload is struggling. I haven't reached Twitch's limits yet, so it's just an assumption. Back in the day, I recall frame drops and bitrate changes were often linked to issues with Twitch EU servers. Bitrate matters a lot. You can't justify reducing resolution. If scaling isn't an option, viewers need at least 6mbps for smooth playback. Otherwise you'll get buffering. That's why I usually advise focusing on content rather than quality. Either cut the bitrate to 5000-55000 or stick with full HD since Twitch can handle up to around 10k bitrate (YT supports that).
