I recently moved houses, so I brought my old pc with me. Ever since I started overclocking both my cpu and ram (R7 1700x at 3.9 ghz and two sticks of 8gb running at 3200mhz), the computer restarts twice and wipes the bios settings. Any advice on how to fix this or figure out what's causing it would be great. My hardware setup includes an msi b450 tomahawk mobo, a psu with 650w output, a gold cooler for my h100i gpu, and I need help diagnosing the problem.

Firstly, are you putting the sticks in the right slots? Usually, those are the second and fourth ones from the back of your motherboard, moving away from the processor. Secondly, for a new Intel Core i7-1700X (which is likely a typo for 1700X), 3200MHz is actually quite high pressure on memory chips and can cause instability without some adjustments needed to fix it first. I suggest starting by increasing the voltage on your RAM modules: begin at 1.35 volts and raise it one step smaller each time, like going from 1.4V down to 1.35V if you need more power. Standard DDR4 memory is rated for up to 1.5 volts, but don't push past 1.40 volts unless absolutely necessary. If the system still won't stay stable after that try...

Which problem did we fix? The crash or restart when using an overclock, or the resetting of CMOS (BIOS settings)? There should be a setting in BIOS that stops it from resetting CMOS during a failed boot, but I think you want that reset to happen right away at least. Does it reboot immediately after the failure, or does it wait for some time before restarting? If moving the computer could have dislodged the water block or pump so it's not cooling the CPU well, then remove, clean and reapply thermal paste (TIM). What VCore voltage are you running the processor on? 3.9Ghz is pretty high overclock for a 1700X so it usually needs some increased voltage to stay stable. I'm not sure why just moving could affect it but you might need to increase it.

It's not the CPU because it runs fine at 3.9 without an overclock, so I never had any problems with that setting or voltage. The only thing is now half of my RAM isn't working no matter where I put it or how many slots are empty. Maybe moving things around hurt my motherboard? Any ideas on what to do?

It just restarts, then starts over again and again until it resets the BIOS. It's not the CPU because it runs fine at 3.9 without an overclock, so I never had any problems with that setting or voltage. The only thing is now half of my RAM isn't working no matter where I put it or how many slots are empty. Maybe moving things around hurt my motherboard? Any ideas on what to do?

Update looks like RAM slot is broken.... tried sticking both the dimms in opposite slots, no hardware reserved but wont oc.... when I only use 1 dimm it overclocks with no issues..... Looks like im gonna have to sell the RAM and buy 1 stick with equal capacity any other suggestions

Start at 1.35V and raise it by small steps until it works. DDR4 RAM usually handles up to 1.5V, but do not go higher than 1.40V. If that still does not make it stable, try lowering the multiplier speed down to 3066MHz or even lower speeds like 3000MHz or 2933MHz. If you finally get a stable result at least, then you will know exactly what is wrong: you likely need to adjust timings instead of voltage. You can find a DRAM Calculator that works with Taifun Burner (or similar software) to figure out the exact chip details on your DIMM sticks. Once you have those numbers, DRAM Calc can help by telling you all the correct timing and voltages needed to make your memory stable.
