Did you verify the CMOS? Removing and putting back the components won’t reset it. You should have a jumper on the motherboard or a small battery on the board—take it out and hold the power button for roughly ten seconds. Ensure the PSU switch is in the OFF position, meaning the O side is pressed down during this step. EDIT: also double-check that you’re tagging people in this chat or else we won’t see your reply!
What model of motherboard are you using? You should see an error sign in the upper right corner, either a beep or light signal. It might be helpful to remove the PC case, but as discussed earlier, try to take out the CMOS battery and use only one RAM stick during the check. After disassembling, I recommend reassembling it again, but keep the motherboard on top of its box so you can eliminate any ground or short circuit problems.
