The motherboard is showing lights but other parts aren't functioning. I checked the PSU using a paper clip, and fans started turning on when I connected the 24-pin cable. The lights appear but don't power anything. Please assist.

The GPU is required for the PC to function properly, and you have four 8GB RAM sticks installed.

You haven't connected the GP, and the PSU needs to be inside. Your RAM isn't set to dual-channel mode—review the motherboard guide; usually, they're placed in different slots for proper dual-channel operation.

The 9900 or 9900k includes an integrated GPU, so it's not required. For a 9900kf, it is needed.

Would be preferable yes; the i9-9900 includes an integrated GPU, so you should connect the monitor directly to the motherboard.
