Consider installing the Intel storage driver package to enable the Windows installer to detect an NVMe SSD on your laptop. Use 7zip to extract the drivers onto your installation USB. During the partitioning step, select "Load driver" and point it to the extracted package. This process should allow your drives to be recognized (it worked on a second-gen Xeon Scalable machine).
