When I power on my PC, it shows the Windows 8 loading screen, then shuts off and restarts itself automatically. I don’t have an A OS disc, no optical drive, can access the boot menu, and don’t want to purchase Windows again.
Start with a utility such as Rufus: https://rufus.akeo.ie/. Locate a Windows 8.1 image file (in your preferred language), then use Rufus to load it onto a USB stick. Boot from the drive and follow the installation or repair steps, which will either reinstall Windows or perform system recovery.
I suggested using MBAM for scanning when everything seemed okay... Likely from the injection your friend provided.
