Based on the other responses, reach out to asrock for an RMA replacement. Since you mentioned purchasing it used, I’m unsure if they’ll accept it, but it could be worth trying. If you bought it recently, consider contacting the original seller for a refund, as it seems like a faulty card was sold.

Before returning it, I need to confirm—are both power connectors on the card fully connected? I recall there are two 8-pin connectors, and I’m wondering if connecting just one properly will still get it started. It might take a few seconds to verify. Also, do the drivers appear correctly installed? If yes to both checks, it’s a bad luck situation—please send it back.

I linked a single cable with a SPI port, updated drivers multiple times, used DDU, reformatted the entire PC. Drivers seem working fine now. I plan to test the second cable and see if there are any differences.

It's unusual to see this happening. Many PSU makers still have issues with power delivery. One PCI-E cable supports only 150 watts. I mentioned it earlier, but no one replied—this might explain why your GPU isn't getting enough power.

It seems the device was attempting to use just one PCIe 8 pin, which might be the problem. If so, please consider returning the item. Otherwise, proceed with the seller.

GpuMem hasn't detected the card yet, Forza keeps crashing. I noticed a message mentioning instruction references to memory, which suggests the issue isn't related to the cable.

You should contact the seller again with your concerns about the GPU performance. They mentioned testing it on specific boards and noted issues with certain benchmarks, though they confirmed it works for NVIDIA. Since they can still send it to a manufacturer, you might want to follow up and ask if they can provide more details or support. Also, consider running additional tests to see if the issue persists across different scenarios.
