After watching your video, I suggest cleaning your computer. If that doesn’t resolve the issue, think about adjusting the GPU fan settings.

Have you reviewed everything I mentioned earlier? It doesn’t seem to be a PSU issue, likely the GPU. Make sure to check CPU fan speed, GPU, and case fans as well.
