Consider turning them off temporarily to test the impact. It seems unclear what passmark value you're using, as it might depend heavily on memory usage. Also, are you currently enabling XMP?

I'm not relying on XMP because I want to keep my warranty options open, even though many suggest it. I'm just not familiar enough with it yet. Even if it improves memory performance, it doesn't fully account for my Cinebench score of 5560 across multiple cores, which should be around 12k. I might be mistaken and feel a bit frustrated by this.

It might be that the power settings in your BIOS are incorrect, causing your CPU to run poorly. Resetting the BIOS could help, but if not, the issue isn’t clear to me.

I believe the CPU supports multi-threading.

Your CPU is secured, so resetting the BIOS should restore proper settings. Not to mention, even with excessively high limits, it wouldn’t pose a fire risk. The CPU or VRM would automatically slow down to prevent damage.

If you're unsure, I should restart BIOS. Just unplug the computer, remove the battery from the motherboard for five minutes, then reinsert it and power it back on.
