The operating system runs on an SSD, yet the boot manager repeatedly checks the HDD first. If your HDD is labeled as option #1 and the SSD as option #2, it will attempt to load from the HDD initially.
It seems unclear how the system can retrieve your operating system from a drive that isn’t installed. If the drive is checked first, it should report no issues and proceed to the next one. Even without installation, loading the OS shouldn’t feel sluggish compared to a traditional HDD.
