Currently, the setup is open air using nhd15, and once a start cinebench begins it reaches 90 degrees help.

Cinebench is known for being quite challenging, but other programs may also reach high scores depending on the context.

It's ideal for Spider-Man at 70 degrees, though the 5800x3d shouldn't overheat much.

Ensure your BIOS supports the 5800x3d and avoid overvolting since the X3d can't handle excessive heat.
Review the TIM settings on your setup—large die areas and chiplet architecture demand consistent contact throughout the chip/heat spreader. Older coolers were tuned for central placement, but modern designs differ.
Examine your fan configurations; NHD15 works well but may need higher speeds for optimal cooling.
Be aware that the stacked design and AMD's performance curve mean it will naturally run warmer. (It’s built to reach maximum temperature before throttling.) Refer to this discussion for more details.

Reduce performance by -10 to -30 across all cores. Appreciate the help!

I'll give it a shot after I get everything ready, then let me know if it works.

This chip performs well in gaming, yet it also gains significantly from a slight underclocking. Lowering the voltage can improve heat management.

The -30 drop performed exceptionally well initially but led to a decline in performance after a 5-degree shift, resulting in a noticeable increase of around 200MHz. Thanks!

It seems likely because of insufficient cooling. This was the final R23 test I ran after installing X3D.
