It's unlikely Win 11 will not accommodate that processor.

They shared their latest blog update stating that devices using Intel 8th gen and AMD Zen 2 processors, along with Qualcomm 7 and 8 series chips, should align with their security and reliability standards for Windows 11. As they move to Windows Insiders and work with OEMs, they plan to evaluate systems running Intel 7th gen and AMD Zen 1 to see if they meet these criteria. They expressed confidence in supporting 7th generation devices since their PC meets all minimum requirements, including TPM 2.0 and secure boot. The recent Windows Insider build released today also lacks CPU family or TPM restrictions, which is positive as it indicates testing across various systems.

I downloaded the dev insider build on my computer (with an intel i7 7700k), even though the PC Health Check indicated my CPU wasn't compatible. I think they’re trying to prevent the issues that occurred with VISTA, when someone with a 1ghz single-core processor and 1GB RAM had a terrible experience.
