Your 13700kf is consistently drawing 235W during a Cinebench R23 multicore test. There’s no indication of thermal throttling or restrictions from the BIOS or elsewhere. The two 8-pin EPS connectors on your motherboard (Gigabyte Z790 AORUS Elite DDR4) are powered via the dark power pro 1500W unit, with both cables plugged into their respective ports. I’m unsure why they’re capped at 235W even though each port can handle that amount individually. I’ve double-checked the connections and placement.

Review BIOS settings, possibly the CPU power cap is around 235W. Even if everything remains standard, 235W is close to the 252W tested by Techpowerup. Each chip has its own maximum boost and power consumption.

It's likely the 8-pin connector can handle over 235 watts. The boost frequency and Cinebench score aren't specified here. It might just be a fortunate setup with a capable component.

Your R23 score is for a system with 5 cores at 3 GHz on the P-cores and 4 cores at 2 GHz on the E-cores.

Score is slightly off, could be due to another factor. Bios runs on standard settings rather than xmp, and unlocked power limits might play a role. A lower score usually doesn’t affect performance much and likely won’t be noticeable in everyday use. Current maximum temperature is 91, so increasing power draw isn’t necessary.

While Cinebench executes, observe the Limit Reasons information provided by HWiNFO. This will indicate whether your CPU is throttling and why. If your CPU isn't throttled, lower power usage is preferable.

I would reinitialize the system firmware and just turn on XMP to verify that no "game boost" settings are activated by default.
