Windows must run from the SSD always. Games I rarely play or with minor loading time changes are placed on the HDD, while others go to the SSD.
I believe it's important to identify the type of game you're installing. Open world? AAA modern FPS title? Absolutely on the SSD. Spyro the Dragon? Final Fantasy X Remaster? Even with sizes in the tens of GB, they'll run smoothly on mechanical storage. Some titles are also very compact, like Ikaruga, so I store them on the HDD—they'll mostly load to RAM. Doom 2016? GTA5? Those require an SSD.
