It depends on whether you're using particular USB ports or all of them. USB functions more like a serial port and usually doesn't interfere with startup. You might want to narrow down which ports are affected. Also, check if the ports appear to be damaged physically.

no.there is no limits for usb.how ever this is a brand new m/b more than 3 years now.i dont think there is a posocal damage beacuse i didnt move this m/b or damaged by any single screw..however all usb ports are same with this issue.after all i tried out ps/2 k/b and it worked with gaming and basic works.
