My system runs an Intel Core i3-2100 at approximately 3.10GHz with around 3.1GHz performance, has 4096MB RAM, and about 4080MB of available memory. The DirectX version is set to 11. I'm curious if obtaining the game would be worthwhile, especially since I want to play GTA with friends and don’t have access to Xbox Live. I also hope they’d consider removing the paywall for last-gen titles.

I cannot upgrade at this time and don’t expect future options. Honestly, I wouldn’t bother if I didn’t have a graphics card—especially for such a game.
At lower settings it functions, though you might need to adjust the resolution to 720p (you probably won’t have to).

I can maintain high performance at most settings and still hit 60fps. I'm considering upgrading to a quad-core processor because of the bottleneck issues I faced. I don't know what your GT740 can do, but the safest option is to try the game yourself. You'll likely need to lower the settings further until it runs smoothly. Just wanted to mention that your CPU is fine, but there are definitely better options available.
