Did you perform a clean installation of Windows 10? Restarting usually happens quickly—typically under 35 seconds on a slow HDD. The transition from the power button click to the desktop should occur in about 7 seconds when using auto-login, assuming a fast SSD and fully supported UEFI system with Fast Boot enabled by default.

Usually restarting works just fine, but it only happens when the system stops completely. The tiny wheel also moves unevenly and takes longer than usual. I've reinstalled it several times now and can't recall exactly when.
