With my Microsoft account, could another person using the same Xbox One play the game with a different account? Or is that only available with physical copies? I wasn’t sure about the details.

Never experienced such a situation before. Curious about why MS made these changes. Back then, every user account could reach the main users' digital library as long as they were on the same machine. Edit: Just noticed this applies to PC gaming, not the XB1 lol

Forza Horizon 3 will include Xbox Play Anywhere, allowing you to purchase it once and use it across multiple devices like W10 and XB1. I’m not sure how to contact Microsoft directly, but reaching out might help get a response.

I believe Microsoft won’t let you run two copies of a game simultaneously, whether on PC or Xbone. This is similar to how Steam manages it.

Yes, it works for one account. If you're playing a game on your PC using your own account, your friend can join on another PC or account, but they'll need their own separate login. It doesn't require them to be the same physical device.
