Try locking your FPS to 144 or lower and crank up the detail settings and see if that helps. Here is an example: I was trying to get the best performance possible in Forza Motorsport 7 and in the benchmark I my lows were in the 70s with a mix of low, dynamic and high detail settings, so, I cranked every thing up to high with x2 msaa and motion blur turned off and my lows were now in the low 90s((I think 91 if I remember). Also locking the frame rate to something lower helps with the fluctuating FPS. I hope this helps.
