seriously, dl latency doesn’t really matter anymore, ookla seems almost useless now. probably the routing problem is the main issue. I usually have fewer problems on Chinese or Japanese servers (though Korea’s rough), and I’m in Europe. The countries closest to me—Germany and Switzerland—are usually too laggy for anything worthwhile. I might get a bit lower ping, but that won’t fix the unstable connection, ghosting, or teleporting issues. For me, the USA on the East Coast is the best compromise—it’s not perfect, but it works.

ps: your speed test just confirms you have internet, but it doesn’t tell much about actual performance.

I’m pretty sure “2ms” isn’t that precise. Can one number really be reliable? How do we actually know what a real ping looks like? If you want the true value, try running a ping to Google.com and see what it shows—it won’t reflect game servers, only your general connection quality.
