I've checked every driver setting, changed monitors and GPUs. The frame dips persist with VSync. You might want to try Freesync or GSync, or consider upgrading your processor.

Freesync is only available with AMD graphics cards, but because the top-tier Vega models are costly, you shouldn't alter your setup just for that feature. Gsync displays are quite pricey, so they don’t seem like a practical choice either. I was taken aback when I saw an FX9590—no gaming configuration should include it.
