You're asking for cooling, right? Picture yourself in the Sahara where it's 45°C or more—no amount of cooling will help unless you actually reduce the outside temperature. If you're in Antarctica, you probably don't need a heatink at all. The environment is the key factor here, so my response was totally on point.

Ventilation is part of a water cooling system and an air conditioner. Heat needs to be released from the CPU into the water loop. Where does the water loop release its heat? In your room, in your room again? Where exactly is it being dumped? With double glazed windows, cavity walls, central heating, and roof insulation?
It's not like the other guy.
