Typically you get better value, too. Could we wait a few months? We’re hoping for a Ryzen 4000 this fall—it would be the top choice then. Either way, the Ryzen 3000 should drop in price, making it a win-win situation.

$600 is a reasonable amount. I recommend selling your 1060 and purchasing a new CPU, GPU, and motherboard if you need more performance and your PSU is solid. If you receive $150 for the 1060, you could then buy a B550 board (MSI Pro VDH WiFi is a solid choice) along with a Ryzen 3600 or its successor like the 4600. Use whatever GPU remains and consider waiting until after Zen 3. By then, you'll be able to upgrade your CPU or opt for an older model while having access to a full range of GeForce and Radeon cards.

A good GPU for RTX is needed, considering your 450W Corsair CX450M. You should look at models that match or exceed that power rating.

It seems we should keep an eye on things. A 3060 might come out from Nvidia, or AMD could release something competitive. For now, it's best to stay patient.
