I attempted to turn on secure boot in my BIOS but the only option available is enabling UEFI, yet doing so causes the BIOS to crash and freeze with overlapping text. I included screenshots of the issue from the MSDI A32-A-Pro Max Ryzen 5 3400G with 16GB RAM and GTX 1650.

Check the motherboard BIOS for the newest release and see if linking your monitor via its video output impacts performance.

Remove the GPU and link your monitor via the CPU's integrated graphics. Does the issue disappear? We should check if the GPU memory is malfunctioning.

The BIOS update is damaged, so your IGPU isn’t working and shows nothing because the necessary drivers aren’t installed.

Windows includes a standard driver compatible with most GPUs to enable display output. BIOS/UEFI doesn't require additional drivers for this function.

I encountered the same issue on an MSI B450 Tomahawk Max II. Did you have a TV connection somehow? That might be what triggered it for me.
