In the game, right-click and choose delete local content. Then select pklay and confirm that c://programs (x86)/steam/steamapps/content/GTA is empty.

You may reinstall GTA V, but restoring an older backup requires performing a system restore on Windows. On Steam navigate to Library>Games>Right-Click on GTA V>Properites>Local Files>Verify Integrity of game Cache will reset your game to its original state.
