Consider upgrading your CPU and motherboard, plus more RAM. A new GPU would help too, but it wouldn't solve the issue if your CPU is limiting performance.

You're right. No application runs with 11GBs of memory unless it's a leak. Capture a screenshot of GTAV.exe in Task Manager while playing several games.
