Are you certain Dropbox isn’t active? It could be using it, which might explain why deletion isn’t working. You might also be seeing it when the PC starts, so a restart won’t solve the issue. Is this really needed?

It appears the file is accessible via Windows Explorer, but Dropbox isn't enabled.
