You can create a backup, but it won't function without Steam. That's the way Steam DRM operates. It's not overly restrictive from a DRM perspective, but I don't like having extra programs running when I don't need them.

You can access it only when Steam and Valve are offline. They advise that if they shut down, you can get a backup of your whole library. For everyday gaming or use, you should have been online recently or be connected to launch a Steam game.

You have the option to save a backup of the game in case Steam/Valve stops operating. They will let you transfer your complete Steam library to your hard drive before they permanently shut down their servers.
