I'll attempt a new setup. Occasionally major updates cause problems. Use an installer from Microsoft's site and perform a clean installation.

The build1809 isn't finished yet. Also, if your PC is running slowly, it might be due to needing maintenance instead of an old or insecure Windows version.

Create a task in the Task Scheduler that runs a script to disable Background Intelligent Transfer every time it starts, with a 5-second pause. This isn’t simple, but if you run into issues, you can look up instructions on Google. A quick fix: https://www.ghacks.net/2015/12/18/two-wi...ic-updates. The first tool covers most needs (disable updates and firewall). The firewall matters because Windows Updates rely on it, and even Microsoft’s update checker can’t verify if the firewall is active. Once disabled, it stays off.

since his goal is clearly not smart, if you're here to learn how to use your CPU for brewing coffee, most forum members would avoid the obvious question and give solid tips instead. doing this is completely excessive for what you're asking—just ensure Windows updates are disabled on metered connections and set your internet accordingly.

We all understand that. Yet he seeks something entirely different. He isn't inquiring about security measures but about disabling updates. I don’t mind the risks, he’s asking for a particular issue—so here’s a solution. It’s just a computer, and control matters too. If he wishes to destroy his hard drive, that’s his decision. I can only suggest using a strong hammer.
