You can't run a WWAN card over a SATA bus. So no, this won't work. The adapter you linked uses sata power, but there is no data connection you can use anywhere. You need to use a mini PCIe slot here, that's already on the board. If it's not, then you're kinda SOL.

You can replace the NVME SSD with a SATA SSD in the available space. Having a SATA SSD in the unused bay is fine.

Is it permitted to perform this task at work? The NVMe concept may be viable or not. You’d first require an approved card, then conduct testing. It really depends on the laptop—some support storage via the M.2 slot while others don’t.

The M.2 port for SSDs has a unique keying system. Devices such as WiFi cards employ the E-key, whereas SSDs require B and M keys. These configurations don't match, so they won't work together.
