It seems some players manage to enjoy Forza Horizon 3 on a PC that's just a bit under spec, especially with an X4 860K and R7 370 setup. While the processor isn't meeting the strict requirements, Forza Motorsport 6 APEX maintained steady performance around 60 FPS in medium to high settings.

Expectations are usually overblown. I tested Doom on one processor and it worked perfectly for craps.

Forza Horizon 3 on PC seems to be in some issues right now. Based on your requirements, it should work well at low settings—around 720p with 30 frames per second.

It seems your system is really struggling, especially with Task Manager and the Windows Store. Using Forza Horizon 3 might be causing further issues.
