From my understanding, Cortana is simply a new branding for the Windows Search feature... You could probably disable it through Services and check if that stops the process.

If you switch your location, Cortana won't function because she's only accessible in the US.

Click the task bar at the bottom, navigate to Cortana, and choose hide. That's about it.

Find the app's management service and disable it. You should be able to identify it via a quick search or check your system settings. Turning off the service will avoid any complications when Windows loads her into memory later.
