I run smoothly at around 30 frames per second. CPU specs aren't certain, but the graphics card easily supports high performance at 50 fps or more.

Absolutely, that's correct. He'll be working with a 1280x1024 display and will run at around 30 frames per second. I've experienced similar performance with a 512 MB SSD paired with the same processor and RAM at those settings.

Likely you're aiming for high difficulty. Unless he intends to heavily customize the game, which I also do, I've accumulated around 200 mods—mostly texture and visual ones—and it significantly impacts performance.

Sure, the chances are likely yes. However, Skyrim can be quite demanding on the CPU. My GPU is a GTX 650 with 512MB of VRAM, and I usually see around 30fps at medium 1080p. Your friend should probably achieve high 60fps if their CPU is solid enough (though I’m not entirely sure).
